{"abstract":"Today EPA proposes action to codify in the Agency's regulations changes to the Federal Water Pollution Control Act resulting from the Energy Policy Act of 2005. This proposed action would modify National Pollutant Discharge Elimination System regulations to provide that certain storm water discharges from field activities, including construction, associated with oil and gas exploration, production, processing, or treatment operations, or transmission facilities would be exempt from National Pollutant Discharge Elimination System permit requirements. This action also encourages voluntary application of best management practices for oil and gas field activities and operations to minimize the discharge of pollutants in storm water runoff and protect water quality.","action":"Notice of proposed rulemaking.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/01/06/E6-36.html","cfr_references":[{"chapter":null,"citation_url":null,"part":122,"title":40}],"citation":"71 FR 894","comment_url":null,"comments_close_on":"2006-02-21","correction_of":null,"corrections":[],"dates":"Comments must be received on or before February 21, 2006.","disposition_notes":null,"docket_ids":["OW-2002-0068","FRL-8019-6"],"dockets":[],"document_number":"E6-36","effective_on":null,"end_page":901,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/01/06/E6-36.xml","html_url":"https://www.federalregister.gov/documents/2006/01/06/E6-36/amendments-to-the-national-pollutant-discharge-elimination-system-npdes-regulations-for-storm-water","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E6-36?publication_date=2006-01-06","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-01-06/E6-36/mods.xml","not_received_for_publication":null,"page_length":8,"page_views":{"count":161,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-01-06/pdf/E6-36.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-01-06","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/01/06/E6-36.txt","regulation_id_number_info":{"2040-AE81":null},"regulation_id_numbers":["2040-AE81"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T17:44:56Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":894,"subtype":null,"title":"Amendments to the National Pollutant Discharge Elimination System (NPDES) Regulations for Storm Water Discharges Associated With Oil and Gas Exploration, Production, Processing, or Treatment Operations, or Transmission Facilities","toc_doc":"Storm water discharges for oil and gas exploration, production, processing, or treatment operations, or transmission facilities","toc_subject":"Water pollution control:","topics":["Administrative practice and procedure","Confidential business information","Environmental protection","Hazardous substances","Reporting and recordkeeping requirements","Water pollution control"],"type":"Proposed Rule","volume":71}
