{"abstract":"On January 10, 2006, EPA proposed new requirements under the authority of section 402(c)(3) of the Toxic Substances Control Act (TSCA) to reduce exposure to lead hazards created by renovation, repair, and painting activities that disturb lead-based paint in target housing. \"Target housing\" is defined in TSCA section 401 as any housing constructed before 1978, except housing for the elderly or persons with disabilities (unless any child under age 6 resides or is expected to reside in such housing) or any 0-bedroom dwelling. The 2006 proposal would establish requirements for training renovators and dust sampling technicians; for certifying renovators, dust sampling technicians, and renovation firms; for accrediting providers of renovation and dust sampling technician training; for renovation work practices; and for recordkeeping. That proposal would also allow interested States, Territories, and Indian Tribes the opportunity to apply for and receive authorization to administer and enforce all of the elements of the new renovation requirements. This supplemental notice contains EPA's proposal to add child-occupied facilities to the buildings covered by the 2006 proposal. Child-occupied facilities may be located in public or commercial buildings or in target housing. A child-occupied facility would be defined as a building, or a portion of a building, constructed prior to 1978, visited regularly by the same child, under 6 years of age, on at least two different days within any week (Sunday through Saturday period), provided that each day's visit lasts at least 3 hours and the combined weekly visits last at least 6 hours, and the combined annual visits last at least 60 hours.","action":"Supplemental Notice of Proposed Rulemaking.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2007/06/05/E7-10797.html","cfr_references":[{"chapter":null,"citation_url":null,"part":745,"title":40}],"citation":"72 FR 31022","comment_url":null,"comments_close_on":"2007-07-05","correction_of":null,"corrections":[],"dates":"Comments must be received on or before July 5, 2007.","disposition_notes":null,"docket_ids":["EPA-HQ-OPPT-2005-0049","FRL-8132-7"],"dockets":[],"document_number":"E7-10797","effective_on":null,"end_page":31048,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2007/06/05/E7-10797.xml","html_url":"https://www.federalregister.gov/documents/2007/06/05/E7-10797/lead-renovation-repair-and-painting-program","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E7-10797?publication_date=2007-06-05","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2007-06-05/E7-10797/mods.xml","not_received_for_publication":null,"page_length":27,"page_views":{"count":138,"last_updated":"2026-10-24 00:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2007-06-05/pdf/E7-10797.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2007-06-05","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2007/06/05/E7-10797.txt","regulation_id_number_info":{"2070-AC83":{"issue":"200710","html_url":"https://www.federalregister.gov/regulations/2070-AC83/lead-based-paint-amendments-for-renovation-repair-and-painting","title":"Lead-Based Paint; Amendments for Renovation, Repair and Painting","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200710&RIN=2070-AC83&operation=OPERATION_EXPORT_XML","priority_category":"Economically Significant"}},"regulation_id_numbers":["2070-AC83"],"regulations_dot_gov_info":{"supporting_documents":[{"title":"Lead Test Kit Individual Company Meeting with ESCA Tech, Inc.","document_id":"EPA-HQ-OPPT-2005-0049-1457"},{"title":"Lead Test Kit Individual Company Meeting with Joint Trade Associations","document_id":"EPA-HQ-OPPT-2005-0049-1456"},{"title":"Lead Test Kit Individual Company Meeting with 3M","document_id":"EPA-HQ-OPPT-2005-0049-1455"},{"title":"Lead Test Kit Stakeholder Meeting – Meeting Transcript","document_id":"EPA-HQ-OPPT-2005-0049-1442"},{"title":"Lead Test Kit Stakeholder Meeting - Attendance List","document_id":"EPA-HQ-OPPT-2005-0049-1441"},{"title":"Lead Test Kit Stakeholder Meeting – EPA Background Presentation","document_id":"EPA-HQ-OPPT-2005-0049-1440"},{"title":"Documentation of Review under Executive Order 12866/13563 (LRRP Clearance Final Rule)","document_id":"EPA-HQ-OPPT-2005-0049-1438"},{"title":"Documentation of Interagency Review under TSCA Section 411: Table of Contents","document_id":"EPA-HQ-OPPT-2005-0049-1437"},{"title":"Response to Comments: Lead; Clearance and Clearance Testing Requirements for the Renovation, Repair, and Painting Program","document_id":"EPA-HQ-OPPT-2005-0049-1436"},{"title":"Discussion of Potential Costs and Benefits Associated with the Clearance and Clearance Testing Requirements for the Renovation, Repair, and Painting Program Final Rule","document_id":"EPA-HQ-OPPT-2005-0049-1435"}],"comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=EPA-HQ-OPPT-2005-0049","supporting_documents_count":633,"docket_id":"EPA-HQ-OPPT-2005-0049","regulation_id_number":null,"title":"Lead Renovation, Repair, and Painting Program","checked_regulationsdotgov_at":"2011-11-12T21:56:38Z"},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":31022,"subtype":null,"title":"Lead; Renovation, Repair, and Painting Program","toc_doc":null,"toc_subject":null,"topics":["Environmental protection","Lead","Reporting and recordkeeping requirements"],"type":"Proposed Rule","volume":72}
