{"abstract":"The Environmental Protection Agency (EPA) is making available to the public information concerning the potential changes in hydrochlorofluorocarbon (HCFC) consumption and emissions from the proposed adjustments to the Montreal Protocol on Substances that Deplete the Ozone Layer (Montreal Protocol) submitted by the United States for consideration at the 19th Meeting of the Parties (MOP-19) to be held in Montreal beginning on September 17, 2007. HCFCs are already subject to controls under the Protocol, and the proposed adjustments would accelerate the application of those controls. While HCFCs are less damaging to stratospheric ozone than the chlorofluorocarbons (CFCs) they replaced, they still deplete the ozone layer. EPA is making available the report Changes in HCFC Consumption and Emissions from the U.S. Proposed Adjustments for Accelerating the HCFC Phaseout, prepared by ICF Consulting. The information gathered and presented in the report concerns the United States' proposal to adjust the HCFC phaseout schedule under the Montreal Protocol. Because EPA plans to use this information in preparation for MOP-19, EPA wants to provide the public with an opportunity to review the information and submit comments. Readers should note that EPA will only consider comments about the information presented in Changes in HCFC Consumption and Emissions from the U.S. Proposed Adjustments for Accelerating the HCFC Phaseout and is not soliciting comments on any other topic. In particular, EPA is not soliciting comments on the HCFC phaseout established in EPA's December 10, 1993, rulemaking (58 FR 65018).","action":"Notice of data availability and request for comment.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2007/06/27/E7-12446.html","cfr_references":[],"citation":"72 FR 35230","comment_url":null,"comments_close_on":"2007-07-27","correction_of":null,"corrections":[],"dates":"EPA will accept comments on the data through July 27, 2007.","disposition_notes":null,"docket_ids":["FRL-8331-6"],"dockets":[],"document_number":"E7-12446","effective_on":null,"end_page":35232,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2007/06/27/E7-12446.xml","html_url":"https://www.federalregister.gov/documents/2007/06/27/E7-12446/protection-of-stratospheric-ozone-notice-of-data-availability-changes-in-hcfc-consumption-and","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E7-12446?publication_date=2007-06-27","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2007-06-27/E7-12446/mods.xml","not_received_for_publication":null,"page_length":3,"page_views":{"count":24,"last_updated":"2026-04-10 04:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2007-06-27/pdf/E7-12446.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2007-06-27","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2007/06/27/E7-12446.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T22:06:00Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":35230,"subtype":null,"title":"Protection of Stratospheric Ozone: Notice of Data Availability-Changes in HCFC Consumption and Emissions From the U.S. Proposed Adjustments for Accelerating the HCFC Phaseout","toc_doc":"HCFC consumption and emissions from U.S. adjustments for accelerating HCFC phaseout; data availabilty","toc_subject":"Air programs:","topics":[],"type":"Notice","volume":72}
