{"abstract":"EPA is proposing to update a portion of the Outer Continental Shelf (OCS) Air Regulations. Requirements applying to OCS sources located within 25 miles of states' seaward boundaries must be updated periodically to remain consistent with the requirements of the corresponding onshore area (COA), as mandated by section 328(a)(1) of the Clean Air Act (\"CAA\" or \"the Act\"). The portion of the OCS air regulations that is being updated pertains to the requirements for OCS sources for which the State of Florida will be the designated COA. The effect of approving the OCS requirements for the State of Florida is to regulate emissions from OCS sources in accordance with the requirements onshore. The change to the existing requirements discussed below is proposed to be incorporated by reference into the Code of Federal Regulations (CFR) and is listed in the appendix to the OCS air regulations. This proposed action is an annual update of the Florida's OCS Air Regulations. These rules include revisions to existing rules that already apply to OCS sources.","action":"Proposed rule-consistency update.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2008/09/04/E8-20385.html","cfr_references":[{"chapter":null,"citation_url":null,"part":55,"title":40}],"citation":"73 FR 51610","comment_url":null,"comments_close_on":"2008-10-06","correction_of":null,"corrections":[],"dates":"Comments must be received on or before October 6, 2008.","disposition_notes":null,"docket_ids":["EPA-R04-OAR-2008-0605","FRL-8710-9"],"dockets":[],"document_number":"E8-20385","effective_on":null,"end_page":51615,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2008/09/04/E8-20385.xml","html_url":"https://www.federalregister.gov/documents/2008/09/04/E8-20385/outer-continental-shelf-air-regulations-consistency-update-for-florida","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E8-20385?publication_date=2008-09-04","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2008-09-04/E8-20385/mods.xml","not_received_for_publication":null,"page_length":6,"page_views":{"count":36,"last_updated":"2026-10-22 20:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2008-09-04/pdf/E8-20385.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2008-09-04","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2008/09/04/E8-20385.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-14T17:43:15Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":51610,"subtype":null,"title":"Outer Continental Shelf Air Regulations Consistency Update for Florida","toc_doc":"Outer Continental Shelf Air Regulations Consistency Update for Florida","toc_subject":null,"topics":["Administrative practice and procedure","Air pollution control","Continental shelf","Environmental protection","Incorporation by reference","Intergovernmental relations","Nitrogen dioxide","Ozone","Particulate matter","Reporting and recordkeeping requirements","Sulfur oxides"],"type":"Proposed Rule","volume":73}
