On October 3, 2008, the Department of Commerce published notice that it was revoking the order effective August 11, 2008, \"{b{time} ecause the domestic interested party did not file a substantive response by the applicable deadline and has withdrawn its notice of intent to participate in this sunset review * * *\" (73 FR 57594).
