{"abstract":"This Final Notice of Revisions to the Mandatory Guidelines for Federal Workplace Drug Testing Programs (Revisions to Mandatory Guidelines) addresses collection and testing of urine specimens, the requirements for the certification of Instrumented Initial Test Facilities (IITFs), and the role of and standards for collectors and Medical Review Officers (MROs). Additional notices of Proposed Revisions to the Mandatory Guidelines addressing the use of point of collection testing (POCT), oral fluid testing, sweat patch testing, hair testing, and associated issues will be published at a later date. With regard to the use of alternative specimens including hair, oral fluid, and sweat patch specimens in Federal Workplace Drug Testing Programs, significant issues have been raised by Federal agencies during the review process which require further examination, and may require additional study and analysis. As part of the review process for these alternative tests, the Department of Health and Human Services (\"HHS\" or \"Department\") plans to issue a notice in the Federal Register requesting information and assistance from the general public to provide or identify data and research findings that address specific areas of interest.","action":"Revised Mandatory Guidelines.","agencies":[{"raw_name":"DEPARTMENT OF HEALTH AND HUMAN SERVICES","name":"Health and Human Services Department","id":221,"url":"https://www.federalregister.gov/agencies/health-and-human-services-department","json_url":"https://www.federalregister.gov/api/v1/agencies/221","parent_id":null,"slug":"health-and-human-services-department"},{"raw_name":"Substance Abuse and Mental Health Services Administration","name":"Substance Abuse and Mental Health Services Administration","id":479,"url":"https://www.federalregister.gov/agencies/substance-abuse-and-mental-health-services-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/479","parent_id":221,"slug":"substance-abuse-and-mental-health-services-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2008/11/25/E8-26726.html","cfr_references":[],"citation":"73 FR 71858","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: March 25, 2008.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"E8-26726","effective_on":"2008-03-25","end_page":71907,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2008/11/25/E8-26726.xml","html_url":"https://www.federalregister.gov/documents/2008/11/25/E8-26726/mandatory-guidelines-for-federal-workplace-drug-testing-programs","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E8-26726?publication_date=2008-11-25","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2008-11-25/E8-26726/mods.xml","not_received_for_publication":null,"page_length":50,"page_views":{"count":10529,"last_updated":"2026-07-26 06:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2008-11-25/pdf/E8-26726.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2008-11-25","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2008/11/25/E8-26726.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-15T05:46:52Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":71858,"subtype":null,"title":"Mandatory Guidelines for Federal Workplace Drug Testing Programs","toc_doc":"Mandatory Guidelines for Federal Workplace Drug Testing Programs","toc_subject":null,"topics":[],"type":"Notice","volume":73}
