{"abstract":"The Mine Safety and Health Administration (MSHA) is revising its existing health standards for asbestos exposure at metal and nonmetal mines, surface coal mines, and surface areas of underground coal mines. This final rule reduces the permissible exposure limits for airborne asbestos fibers and makes clarifying changes to the existing standards. Exposure to asbestos has been associated with lung cancer, mesothelioma, and other cancers, as well as asbestosis and other nonmalignant respiratory diseases. This final rule will help improve health protection for miners who work in an environment where asbestos is present and lower the risk that miners will suffer material impairment of health or functional capacity over their working lifetime.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF LABOR","name":"Labor Department","id":271,"url":"https://www.federalregister.gov/agencies/labor-department","json_url":"https://www.federalregister.gov/api/v1/agencies/271","parent_id":null,"slug":"labor-department"},{"raw_name":"Mine Safety and Health Administration","name":"Mine Safety and Health Administration","id":288,"url":"https://www.federalregister.gov/agencies/mine-safety-and-health-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/288","parent_id":271,"slug":"mine-safety-and-health-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2008/02/29/E8-3828.html","cfr_references":[{"chapter":null,"citation_url":null,"part":56,"title":30},{"chapter":null,"citation_url":null,"part":57,"title":30},{"chapter":null,"citation_url":null,"part":71,"title":30}],"citation":"73 FR 11284","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This final rule is effective April 29, 2008.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"E8-3828","effective_on":"2008-04-29","end_page":11304,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2008/02/29/E8-3828.xml","html_url":"https://www.federalregister.gov/documents/2008/02/29/E8-3828/asbestos-exposure-limit","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E8-3828?publication_date=2008-02-29","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2008-02-29/E8-3828/mods.xml","not_received_for_publication":null,"page_length":21,"page_views":{"count":5654,"last_updated":"2026-10-22 20:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2008-02-29/pdf/E8-3828.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2008-02-29","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2008/02/29/E8-3828.txt","regulation_id_number_info":{"1219-AB24":{"issue":"200710","html_url":"https://www.federalregister.gov/regulations/1219-AB24/asbestos-exposure-limit","title":"Asbestos Exposure Limit","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200710&RIN=1219-AB24&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["1219-AB24"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-13T21:15:50Z"},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":11284,"subtype":null,"title":"Asbestos Exposure Limit","toc_doc":"Asbestos Exposure Limit","toc_subject":null,"topics":["Asbestos","Chemicals","Hazardous substances","Metals","Mine safety and health"],"type":"Rule","volume":73}
