{"abstract":"The Department of Commerce (\"the Department\") is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (\"Vietnam\"), covering the period of review (\"POR\") of February 1, 2006, through January 31, 2007. As discussed below, we preliminarily determine that sales have not been made below normal value (\"NV\") with respect to certain exporters who participated fully and are entitled to a separate rate in this administrative review.
