{"abstract":"As part of a comprehensive plan for reducing the risk of rollover crashes and the risk of death and serious injury in those crashes, this final rule upgrades the agency's safety standard on roof crush resistance in several ways. First, for the vehicles currently subject to the standard, i.e., passenger cars and multipurpose passenger vehicles, trucks and buses with a Gross Vehicle Weight Rating (GVWR) of 2,722 kilograms (6,000 pounds) or less, the rule doubles the amount of force the vehicle's roof structure must withstand in the specified test, from 1.5 times the vehicle's unloaded weight to 3.0 times the vehicle's unloaded weight. Second, the rule extends the applicability of the standard so that it will also apply to vehicles with a GVWR greater than 2,722 kilograms (6,000 pounds), but not greater than 4,536 kilograms (10,000 pounds). The rule establishes a force requirement of 1.5 times the vehicle's unloaded weight for these newly included vehicles. Third, the rule requires all of the above vehicles to meet the specified force requirements in a two-sided test, instead of a single-sided test, i.e., the same vehicle must meet the force requirements when tested first on one side and then on the other side of the vehicle. Fourth, the rule establishes a new requirement for maintenance of headroom, i.e., survival space, during testing in addition to the existing limit on the amount of roof crush. The rule also includes a number of special provisions, including ones related to leadtime, to address the needs of multi-stage manufacturers, alterers, and small volume manufacturers.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"National Highway Traffic Safety Administration","name":"National Highway Traffic Safety Administration","id":345,"url":"https://www.federalregister.gov/agencies/national-highway-traffic-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/345","parent_id":492,"slug":"national-highway-traffic-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2009/05/12/E9-10431.html","cfr_references":[{"chapter":null,"citation_url":null,"part":571,"title":49},{"chapter":null,"citation_url":null,"part":585,"title":49}],"citation":"74 FR 22348","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"If you wish to petition for reconsideration of this rule, your petition must be received by June 26, 2009.","disposition_notes":null,"docket_ids":["Docket No. NHTSA-2009-0093"],"dockets":[],"document_number":"E9-10431","effective_on":null,"end_page":22393,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2009/05/12/E9-10431.xml","html_url":"https://www.federalregister.gov/documents/2009/05/12/E9-10431/federal-motor-vehicle-safety-standards-roof-crush-resistance-phase-in-reporting-requirements","images":{"ER12MY09.063":{"large":"https://img.federalregister.gov/ER12MY09.063/ER12MY09.063_large.png","original_size":"https://img.federalregister.gov/ER12MY09.063/ER12MY09.063_original_size.png"}},"images_metadata":{"ER12MY09.063":{"large":{"identifier":"ER12MY09.063","content_type":"image/png","size":79957,"width":823,"sha":"6ffd843ec05ee01f9a4ca1b1a804b18a","url":"https://img.federalregister.gov/ER12MY09.063/ER12MY09.063_large.png","height":1212},"original_size":{"identifier":"ER12MY09.063","content_type":"image/png","size":7405,"width":423,"sha":"2d74224ed20ca887c7874d558ac4fc73","url":"https://img.federalregister.gov/ER12MY09.063/ER12MY09.063_original_size.png","height":623}}},"json_url":"https://www.federalregister.gov/api/v1/documents/E9-10431?publication_date=2009-05-12","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2009-05-12/E9-10431/mods.xml","not_received_for_publication":null,"page_length":46,"page_views":{"count":5913,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2009-05-12/pdf/E9-10431.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2009-05-12","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2009/05/12/E9-10431.txt","regulation_id_number_info":{"2127-AG51":{"issue":"200904","html_url":"https://www.federalregister.gov/regulations/2127-AG51/roof-crush-resistance","title":"Roof Crush Resistance","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200904&RIN=2127-AG51&operation=OPERATION_EXPORT_XML","priority_category":"Economically Significant"}},"regulation_id_numbers":["2127-AG51"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":22348,"subtype":null,"title":"Federal Motor Vehicle Safety Standards; Roof Crush Resistance; Phase-In Reporting Requirements","toc_doc":"Roof Crush Resistance; Phase-In Reporting Requirements","toc_subject":"Federal Motor Vehicle Safety Standards:","topics":["Imports","Incorporation by reference","Motor vehicle safety","Reporting and recordkeeping requirements","Tires"],"type":"Rule","volume":74}
