{"abstract":"In this order on rehearing, the Federal Energy Regulatory Commission (Commission) affirms its basic determinations in Order No. 719, Wholesale Competition in Regions with Organized Electric Markets, which amended Commission regulations to improve the operation of organized wholesale electric markets in four areas: Demand response, including pricing during periods of operating reserve shortage; long- term power contracting; market-monitoring policies; and the responsiveness of RTOs and ISOs to their customers and other stakeholders.
