Order Whereas, on June 30, 1986, the then-Assistant Secretary for Trade Administration, Paul Freedenberg, entered an Order against Michael M. Winkler, Syscom Winkler, U.S.A., Inc. and Syscom Winkler, GmbH (hereinafter referred to collectively as the ``denied parties''), denying each party all export privileges for a period of 20 years based on a finding that each had violated the Export Administration Act of 1979, as amended (currently codified at 50 U.S.C.A. app. Secs. 2401- 2420 (1991, Supp. 1993, and Pub.
