Pursuant to 44 CFR 206.47, FEMA annually adjusts the statewide per capita threshold that is used to recommend an increase of the Federal cost share from 75 percent (75%) to not more than 90 percent (90%) of the eligible cost of permanent work under section 406 and emergency work under section 403 and section 407 of the Stafford Act. The adjustment to the threshold is based on the Consumer Price Index for All Urban Start Printed Page 5367Consumers published annually by the U.S. Department of Labor. For disasters declared on January 1, 2004, through December 31, 2004, the qualifying threshold is $106 of State population.
We base the adjustment on an increase in the Consumer Price Index for All Urban Consumers of 1.9 percent for the 12-month period ended in December 2003. The Bureau of Labor Statistics of the U.S. Department of Labor released the information on January 15, 2004.
