Description: Section 466(a)(5)(c) of the Social Security Act requires States to have in effect laws providing for a voluntary civil process to establish paternity. These laws also require States to ensure that written materials are provided that fully explain the benefits and responsibilities of signing an affidavit of paternity. Paternity establishment is the necessary first step in any child support proceeding and this provision streamlines this process.
