|Summary: The Commission will consider a Report and Order and Further Notice of Proposed Rulemaking regarding Section 621(a)(1)'s directive that local franchising authorities not unreasonably refuse to award competitive franchises.|
|3||Public Safety and Homeland Security||Title: Implementing a Nationwide, Broadband, Interoperable Public Safety Network in the 700 MHz Band; Development of Operational, Technical and Spectrum Requirements for Meeting Federal, State, and Local Public Safety Communications Requirements Through the Year 2010 (WT Docket No. 96-86).|
|Summary: The Commission will consider a Ninth Notice of Proposed Rulemaking concerning public safety communications in the 700 MHz band.|
|4||Consumer & Governmental Affairs||Title: Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities; Internet-based Captioned Telephone Service (CG Docket No. 03-123).|
|Summary: The Commission will consider a Declaratory Ruling regarding whether Internet Protocol (IP) captioned telephone service is a form of telecommunications relay service (TRS) compensable from the Interstate TRS Fund.|
