On November 5, 2009, Coastal Hydropower LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Green River Lock and Dam No. 4 Hydroelectric Project, located on the Green River in Woodbury, Kentucky. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.
The proposed project would consist of the following:
(1) 8 VLH 4000 low head units; (2) a switchyard; (3) a 1/2-mile-long transmission line; and (4) appurtenant facilities. The proposed Green River Lock and Dam No. 4 Hydroelectric Project would have an average annual generation of 17.5 gigawatt-hours.
