Abstract: This Information Collection Request (ICR) renewal is being Start Printed Page 20837submitted for the NSPS for Flexible Vinyl and Urethane Coating and Printing (40 CFR Part 60, Subpart FFF) (Renewal), which were proposed on January 18, 1983 and promulgated on June 29, 1984. These standards apply to the following facilities in subpart FFF: Each rotogravure printing line used to print or coat flexible vinyl or urethane products, and for which construction, modification or reconstruction commenced after the proposed date of the rule. The affected entities are subject to the General Provisions of the NSPS at 40 CFR part 60 subpart A and any changes, or additions to the Provisions specified at 40 CFR part 60, subpart FFF.
Burden Statement: The annual public reporting and recordkeeping burden for this collection of information is estimated to average 15 hours per response. Burden means the total time, effort, or financial resources expended by persons to generate, maintain, retain, or disclose or provide information to or for a Federal agency. This includes the time needed to review instructions; develop, acquire, install, and utilize technology and systems for the purposes of collecting, validating, and verifying information, processing and maintaining information, and disclosing and providing information; adjust the existing ways to comply with any previously applicable instructions and requirements which have subsequently changed; train personnel to be able to respond to a collection of information; search data sources; complete and review the collection of information; and transmit or otherwise disclose the information.

Changes in the Estimates: The regulations have not changed over the past three years and are not anticipated to change over the next three years. However, a slight increase in labor hours for respondents and small decrease in labor hours for the Agency occurred due to an incorrect calculation of the number of hours in the previous ICR. There was also an increase in O&M costs due to an error in the number of affected facilities in the previous ICR.Start Signature
