New Edition of the IBR Handbook

The Office of the Federal Register released a new edition of the IBR Handbook in October 2017. We anticipated an effective date for the changes of January 2, 2018, but given our delayed notification, we are pushing the effective date back to February 5, 2018. You may, however, begin following the new submission requirements immediately.
The OFR Handbook’s FAQs describes the changes in this new edition:
In addition to correcting typographical errors, we added our new delivery address and modified the submission process for formal requests for IBR approval.
As of January 2, 2018, do NOT send a hard copy of the draft rule with your signed request letter and standards. Instead, email the draft rule, as a Word file, to ofr-legal@gpo.gov and use the request letter template at the back of the handbook.
