Executive Order 13610 on Public Inspection

On May 10, at an American Bar Association event, OIRA Director Cass Sunstein announced that President Obama was issuing a new Executive order on retrospective review of regulations. E.O. 13610 was numbered and filed for Public Inspection at 11:15 a.m. today at the OFR, and is posted online here.  It will be published in the Federal Register (as FR Doc. 2012-11798) on May 14, 2012.

Executive Order 13610, Identifying and Reducing Regulatory Burdens:

  • Invites public participation to help agencies determine whether existing regulations remain justified and whether they should be modified or streamlined in light of changed circumstances, including the rise of new technologies;
  • Instructs agencies to give priority to initiatives that will produce significant monetary savings or reductions in paperwork burdens while protecting public health, welfare, safety, and the environment; and
  • Requires agencies to regularly report to OIRA on retrospective review efforts, including their progress, anticipated accomplishments, and proposed timelines for relevant actions. The first draft reports are due on September 10, 2012, and then on the second Monday of January and July each year.
