Amendment 5a to the Highly Migratory Species Fishery Management Plan

This rule would establish new and revise existing rebuilding plans to end overfishing for various species of Atlantic sharks, including scalloped hammerhead, sandbar, Gulf of Mexico blacktip, and Atlantic and Gulf of Mexico blacknose sharks. The comment period for Amendment 5 ended on February 12, 2013. After the comment period, NOAA Fisheries decided to split Amendment 5 into two separate actions. This rulemaking is the first of those two actions. The rulemaking is driven by the Magnuson-Stevens Act two-year statutory timeline for establishing a rebuilding plan for scalloped hammerhead sharks.
