Description of Amendment: The licensees request, among other things, pursuant to sections 4.200(c) and 4.202(a) of the Commission's regulations and Public Law No. 106-343, that the license be amended to extend the deadline for commencement of construction to March 26, 2003. The licensees also request that the deadline for completion of construction be extended to March 26, 2005.
