The events of September 11, 2001, highlighted the need to enhance the security of the U.S. food supply. Congress responded by passing the Bioterrorism Act (Public Law 107-188), which was signed into law on June 12, 2002. On October 10, 2003, FDA published in the Federal Register two interim final rules to implement sections 305 (Registration of Food Facilities) and 307 (Prior Notice of Imported Food Shipments) of the Bioterrorism Act. During the public meetings, FDA will explain the interim final rules on the registration of food facilities and prior notice of imported food shipments, and the agency will answer questions of clarification.
