Description of Proposed Action: The Applicant seeks to allow the Sinclair Water Authority (SWA), a joint water authority created by Baldwin and Putnam Counties (both of which border the project), to withdraw up to 6 MGD from the Oconee River within the Sinclair Project boundary, for municipal water supply.
