On April 29, 2009, McGinnis, Inc. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Winfield Hydrokinetic Project, to be located on the Kanawha River, in Putnam County, West Virginia.
The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land Start Printed Page 39070disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.
The proposed Winfield Hydrokinetic Project consists of: (1) 10 proposed 35 kilowatt turbine-generator units having a total installed capacity of 0.35 megawatts; (2) a 375-feet-long, 13.2 kilovolt transmission line; and (3) appurtenant facilities. The proposed Winfield Hydrokinetic Project would have an average annual generation of 1.533 gigawatt-hours.
