Section 3506 of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management and Budget (OMB) provide interested Federal agencies and the public an early opportunity to comment on information collection requests. OMB may amend or waive the requirement for public consultation to the extent that public participation in the approval process would defeat the purpose of the information collection, violate State or Federal law, or substantially interfere with any agency's ability to perform its statutory obligations. The Acting Director, Information Collection Clearance Division, Regulatory Information Management Services, Office of Management, publishes that notice containing proposed information collection requests prior to submission of these requests to OMB. Each proposed information collection, grouped by office, contains the following: (1) Type of review requested, e.g. new, revision, extension, existing or reinstatement; (2) Title; (3) Summary of the collection; (4) Description of the need for, and proposed use of, the information; (5) Respondents and frequency of collection; and (6) Reporting and/or Recordkeeping burden. Abstract: NCES is requesting a 3 year generic system clearance for the NAEP assessments (OMB #1850-0790) to be administered in the 2011-2013 timeframe. The primary reason for the system clearance request is that it enables NAEP to meet its large and complex assessment reporting schedules and deliverables through a more efficient clearance process. NAEP is a federally authorized survey of student achievement at grades 4, 8, and 12 in various subject areas, such as mathematics, reading, writing, science, U.S. history, civics, geography, economics, and the arts. The No Child Left Behind Act of 2001 (NCLB) requires the assessment to collect data on specified student groups and to provide representative sample data on student achievement for the nation, the states, and subpopulations of students as well as to monitor progress over time. The nature of NAEP is that burden alternates from a relatively low burden in national-level administration years to a substantial burden increase in state-level administration years when the sample has to allow for estimates for states and some large urban districts. The 2011-2013 NAEP cycle will include increased participation of students with disabilities and English Language Learners. For 2011, there is a slight decrease in the number of burden hours from the previous system clearance, national-level administration will be conducted in 2012 involving a large reduction in burden, and a state-level administration will be conducted in 2013 involving a large increase in burden hours.
