Notice; issuance of permit.

SUMMARY:

Notice is hereby given that a permit has been issued to Oleg Lyamin, PhD, Dept. of Psychiatry, School of Medicine, University of California at Los Angeles (UCLA), 16111 Plummer St., North Hills, CA 91343, to import and export marine mammal specimens for scientific research.

SUPPLEMENTARY INFORMATION:

On October 21, 2010, notice was published in the Federal Register (75 FR 64986) that a request for a permit to import northern fur seal (Callorhinus ursinus) specimens for scientific research had been submitted by the above-named applicant. The requested permit has been issued under the authority of the Marine Mammal Protection Act of 1972, as amended (16 U.S.C. 1361 et seq.), and the regulations governing the taking and importing of marine mammals (50 CFR part 216).

Permit No. 14525 authorizes the import of biological samples from 10 fur seals for studies on the mechanisms of sleep in fur seals. Samples will be imported from Russia to UCLA for analysis, and samples will be exported from the U.S. to South Africa for additional analysis. The permit is valid for five years from the date of issuance.

In compliance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), a final determination has been made that the activity proposed is categorically excluded from the requirement to prepare an environmental assessment or environmental impact statement.
