The Coast Guard is correcting a final rule that appeared in the Federal Register of December 24, 2013 (78 FR 77796), entitled “Implementation of the Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and Changes to National Endorsements”. Amendments to 46 CFR 11.705 and 11.711 published in the final rule require correction. The Coast Guard has determined that these changes were a result of an oversight in drafting and are causing inconsistencies in the interpretation of the application of the requirement. This correction will ensure the two sections revert back to the language that was in place before the final rule went into effect.Start List of Subjects
