Combined Drug and Alcohol Testing Programs for Operators Conducting Commercial Air Tours (RRR)

Summary

This rulemaking would allow part 119 certificate holders with operations under part 121 or 135 who also conduct commercial air tour operations under 14 CFR part 91.147 to combine drug and alcohol testing programs. This rulemaking is necessary because it would allow certificate holders to implement one drug and alcohol testing program while conducting operations for what has been considered historically two separate employing entities. The intended effect is to allow operators who are currently required to have two separate drug and alcohol testing programs to consolidate these programs into one, which FAA believes will result in cost savings due to a reduction in duplicate administrative and recordkeeping costs.
